Data breach trends
Are data breaches increasing?
Not this year, so far. California has received 470 data breach notices between 1 January and 29 October 2026, about the same as the 458 in the same days of 2025 (+3%). Over ten years the rise is steep: in the same days of 2013 it received 126, about 3.7 times fewer than now. The busiest year so far was 2023, with 519.

Half of the breaches took longer than this before the people affected were told. In 2013 the median was 62 days; in 2025 it was 186. Over the last 12 months: a median of 154 days, and 70% took more than 90 days (539 notices). Source: California Attorney General notices that give both the breach date and the notice date.

How to read these numbers
They count breaches that were reported. More reports can mean more attacks, but also stricter reporting rules, better detection or more companies holding personal data; fewer can mean breaches not yet discovered. US state registers are used because they are among the few official series that go back a decade and count every notice the same way each year. They cannot show what caused an attack, so they cannot prove that AI is behind more breaches, or that it is not.

How many data breaches are there worldwide?
Nobody publishes a global count, so we add up the official ones. In 2025, the data protection authorities of the 33 countries that have published a figure for that year received 153,731 reports of personal data breaches: about 421 a day. In the 33 countries with figures for both years, that is 11% more than in 2024 (153,731 against 138,693). Over a longer stretch: in the 29 countries with a figure for every year since 2020, reports went from 80,138 to 134,657, up 68%.

The tracker counts breaches that were named in public, by a register, a breach database or the press; the authorities above count every report they receive, most of which are never made public. Our own series starts on 12 October, the day all its sources were running, and grows every week.
How the global count is made
Every figure comes from the authority that received the reports, with a link to where it says so. Countries count different things: under the GDPR, European organisations must report a personal data breach to their authority unless it is unlikely to harm anyone, so European figures include small incidents such as an email sent to the wrong person; other countries count only breaches above a threshold, or only cyber attacks. That is why the total is never compared across a different set of countries: the change from one year to the next uses only the countries that report both years. Countries that do not publish a count, including the United States, Germany (whose 16 state authorities each keep their own figures) and India, are left out rather than estimated, so the real worldwide number is higher. For Europe alone, the law firm DLA Piper estimates from its own survey of the authorities that 443 breaches a day were reported in the year to January 2026, 22% more than a year earlier.
Some years are pushed up by one attack on a supplier with many customers, which leads to hundreds or thousands of reports about the same incident; the country table notes where the authority says so.
